Yes, PuTTY accepts exactly the same parameters:
putty.exe -N -D 1080 your.remote.host.co.uk
I found Tor to be slow and inconvenient (as I alluded to above). I like my method better :)
Yeah, Tor works and all, but it's just awkward and slow. If you need a foreign server, binky's got a 2 GB uplink these days. You're welcome to it.
